These Terms and Conditions ("Terms") govern your relationship with the operator of the online gambling services offered via royalpanda-ca.com for players in Canada (including Royal Panda Casino) and set out the legally binding rules for accessing and using our products. By registering an account or using our services, you agree to be bound by these Terms. These Terms are effective as of 1 January 2026 and supersede all earlier versions.
Definitions
For the purposes of these Terms, the following expressions have the meanings set out below:
- "Operator" means the legal entity within the LeoVegas Group operating the Royal Panda brand for Canadian players, namely:
- for residents of Ontario: the AGCO-registered iGaming operator holding license number OPIG1233813, operating the Royal Panda brand in collaboration with iGaming Ontario; and
- for residents of the rest of Canada ("RoC"): LeoVegas Gaming plc, licensed and regulated by the Malta Gaming Authority ("MGA") under licence number MGA/CRP/237/2013.
- "Website" means the site accessible at https://royalpanda-ca.com and any sub-pages, as well as any localized Royal Panda interfaces made available to Canadian players.
- "Royal Panda Casino", "Royal Panda Casino", "Royal Panda" mean the online casino product and related services operated by the Operator and made available through the Website.
- "User", "you", "your", "Player" mean any natural person who:
- is at least 19 years of age in Ontario, or at least 18 or 19 years of age in other Canadian provinces and territories as required by applicable provincial law; and
- has registered an account and/or otherwise uses the Website or our services.
- "Account" means a registered, personal, single user account opened by a Player on the Website for the purpose of using our gambling services.
- "Bet" or "Wager" means any sum of money staked by you on a game, casino round, or other gambling activity offered on the Website in accordance with the applicable game rules.
- "Bonus" means any promotional value, including bonus money, free spins, free bets, cashback, or other incentives awarded to you by the Operator under specific promotional terms.
- "Real Money Balance" means funds deposited by you and any winnings derived from such funds that are not subject to wagering requirements or other restrictions.
- "Bonus Balance" means bonus funds and winnings derived from such funds that are subject to wagering requirements or other conditions before they may be withdrawn.
- "KYC" (Know Your Customer) means identity verification processes the Operator performs to comply with regulatory and anti-money laundering obligations.
- "Games" means all casino games, live casino games, and any other gambling products made available on the Website from time to time.
- "AGCO" means the Alcohol and Gaming Commission of Ontario.
- "iGaming Ontario" means the agency of the Government of Ontario that conducts and manages iGaming in Ontario.
- "MGA" means the Malta Gaming Authority.
- "Business Day" means a day (other than Saturday, Sunday and public holidays) on which banks are generally open for business in the relevant jurisdiction.
Account Registration
Eligibility and Age Requirements
- Minimum age: You may only open an Account and use the services if you:
- are at least 19 years old if you are resident in Ontario; and
- are at least the minimum legal gambling age in your province or territory of residence (18 or 19) if you are resident in the rest of Canada.
- Legal capacity: You must have full legal capacity to enter into contracts under the laws applicable to you.
- Prohibited users: You may not open an Account if:
- you are self-excluded, registered on any government exclusion list, or otherwise prohibited from gambling;
- you are accessing the Website from a jurisdiction where online gambling with Royal Panda is illegal or not offered; or
- you are acting on behalf of another person or in a professional gambling capacity on behalf of third parties.
Account Creation Process
- Registration: To create an Account, you must complete the online registration form on royalpanda-ca.com, providing at least:
- full legal name;
- date of birth;
- residential address in Canada;
- email address and mobile phone number; and
- a chosen username and password.
- Email and/or phone verification: We may require you to verify your email address and/or phone number through confirmation links or codes. Failure to complete verification may result in restricted access or closure of the Account.
- KYC and documentation: At registration or at any time thereafter (including prior to withdrawals), we may request KYC documents, including:
- government-issued photo ID (passport, driver's licence, national ID card);
- proof of address (utility bill, bank statement, tax letter not older than 3 months);
- proof of payment method ownership (redacted card copy, bank statement, or e-wallet screenshot); and
- additional information or documents reasonably required to comply with anti-money laundering, counter-terrorist financing, sanctions, and source of funds/source of wealth requirements.
- Multiple accounts: You are permitted to hold only one Account with Royal Panda Casino. Duplicate or linked accounts may be closed and balances treated in accordance with applicable law and these Terms.
User Obligations
- Accuracy of data: You warrant that all information provided during registration and throughout your relationship with the Operator is true, complete and accurate, and that you will promptly update any changes via the Website or customer support.
- Password security: You are solely responsible for maintaining the confidentiality of your login details and for all activity conducted under your Account. You must:
- choose a strong, unique password;
- not share your credentials with any third party; and
- notify us immediately at [email protected] if you suspect unauthorized access or security breaches.
- Personal use only: The Account is for your personal, non-commercial use. You may not use your Account for the benefit of others, pool funds, or act as an agent or intermediary.
- Location obligations: You acknowledge that:
- if you are an Ontario resident, you may only access and use the Ontario-regulated site while physically present in Ontario; and
- if you are a resident of the rest of Canada, you must only play from locations where our MGA-licensed offering is lawful.
- Compliance: You agree to abide by these Terms, applicable game rules, bonus terms, and all applicable laws and regulations.
Betting & Gameplay Rules
General Betting Rules
- Placing a bet: A Bet is placed when you confirm your participation in a Game on the Website and the relevant amount is deducted from your Real Money Balance or Bonus Balance (as applicable). Once a Bet is accepted by our servers, it is final and cannot be cancelled by you except as expressly provided in these Terms.
- Minimum and maximum stakes:
- Each Game has specific minimum and maximum bet limits displayed within the game interface.
- The Operator may impose additional daily, weekly, monthly, or per-transaction limits for risk management or regulatory reasons.
- Game rules: The rules, pay tables, return-to-player (RTP) percentages and specific conditions of each Game are either:
- integrated in the Game help section; or
- made available on the Website. By placing a Bet you acknowledge that you have read and understood the rules of the relevant Game.
- Randomness and fairness: For RNG Games, outcomes are determined by certified random number generators. For live casino Games, outcomes are determined by real-time physical game processes operated by our studios. The Operator undertakes to use only games and RNGs certified or approved as required by MGA and/or AGCO regulations.
Modification and Cancellation of Bets
- User-initiated changes: After you confirm a Bet, you cannot modify, cancel, or withdraw it, except where:
- a clear technical error prevents proper completion of the round; or
- we expressly state in a particular Game that cancellation is possible before a certain point in the gameplay.
- Operator-initiated voids: We may void, cancel, or adjust Bets and related winnings where:
- a technical failure, misconfiguration, or manifest error leads to incorrect prices, payouts, or game behaviour;
- you or a third party have manipulated software, exploited bugs, used bots, colluded, or otherwise engaged in fraudulent or abusive behaviour;
- Betting occurred in breach of these Terms, provincial law, or regulatory requirements; or
- required by the MGA, AGCO, iGaming Ontario, or another competent authority.
Conduct in Live Casino and Chats
- Respectful behaviour: When using live casino games, chat features, or any interactive functionality, you must:
- refrain from insults, harassment, threats, hate speech, discrimination, or obscene language;
- not promote or discuss illegal activities (including drug use, crime, or underage gambling); and
- not advertise other websites, services, or commercial offers.
- Prohibition of collusion and fraud: You may not:
- collude with dealers or other players;
- use unfair advantage tools (including bots, automated scripts, or software manipulating the game client);
- interfere with live streams or attempt to gain information not normally available to players.
- Moderation and sanctions: The Operator may:
- monitor and record chat communications;
- mute, restrict, or remove your access to chat;
- suspend or close your Account; and/or
- withhold or void Bets and winnings obtained through misconduct, subject to applicable law.
Bonus Terms
Bonus Activation and Eligibility
- Separate promotional terms: All Bonuses are subject to these Terms and to the specific promotion rules published on the Website or at https://royalpanda.com/en-ca/promotions/terms. In case of conflict, the specific promotion rules prevail to the extent permitted by law.
- Eligibility: Bonuses may be restricted by:
- province (e.g., Ontario vs. rest of Canada);
- player segment (new vs. existing customers);
- payment method, device type or marketing channel.
- Activation: A Bonus may require:
- an opt-in via the promotions page or acceptance at the cashier;
- entry of a bonus code;
- a qualifying deposit or wager.
Wagering Requirements and Timeframes
- Wagering: Unless otherwise stated:
- Bonus funds and any associated winnings must be wagered a specified number of times (e.g., 25x, 35x, or 40x) before they become withdrawable;
- only qualifying bets on eligible Games count towards wagering; and
- bets placed using both real money and Bonus funds may contribute proportionately.
- Contribution rates: Different Game categories may contribute differently, for example:
- 100% of stakes on most video slots;
- a reduced percentage or 0% on certain table games, live casino games, or low-risk bets.
- Time limits: Bonuses and associated wagering requirements must normally be completed within a specified period (for example, 7, 14 or 30 days) from activation. Unused Bonus funds and related winnings may be forfeited automatically when the timeframe expires.
Prohibited Actions and Bonus Abuse
- Irregular play: The following examples of play may be considered abusive or irregular and may result in forfeiture of Bonuses and winnings:
- placing single bets that exceed the maximum Bonus bet size stated in the promotion (for example, CAD 5 - 7.50 per spin or hand, unless otherwise specified);
- using Bonus funds to place minimal-risk or hedging bets;
- delaying game rounds or leaving bonus features (such as free spins or bonus rounds) to be completed after wagering requirements are met;
- opening multiple Accounts to claim the same offer more than once.
- Combination of promotions: Unless expressly allowed, Bonuses cannot be:
- combined with other Bonuses or cashback offers on the same deposit or Bet; or
- transferred, sold or exchanged between Accounts.
- Operator's rights: Where the Operator reasonably believes that Bonus abuse, fraud, collusion, or other prohibited behaviour has occurred, it may, subject to applicable law:
- remove active Bonuses and associated winnings;
- void affected Bets;
- close or suspend the Account; and
- report the matter to relevant authorities.

- Ownership of payment methods: All deposits must be made from payment instruments held in your own name. We may request documents to verify ownership.
Withdrawals, Limits and Processing Times
- General withdrawal rules:
- Withdrawals are, where possible, processed back to the same method used for deposit (closed-loop policy);
- funds subject to wagering requirements or Bonus restrictions may not be withdrawn until the applicable conditions are satisfied or the Bonus is forfeited.
- Typical withdrawal methods and timelines:
- Interac e-Transfer: usually processed within 12 - 24 hours on Business Days for fully verified Accounts. Weekend requests may be processed on the following Business Day.
- Bank wire (for some Mastercard deposits or where required): processing times are typically 3 - 7 Business Days after approval. Intermediary bank fees and currency conversion costs may apply and are borne by you.
- Limits and fees:
- Unless otherwise stated in a specific promotion or VIP arrangement, the standard maximum aggregate withdrawal limit without special agreement is typically CAD 50,000 per calendar month.
- The Operator reserves the right to set per-transaction, daily, weekly or monthly withdrawal limits for risk, security and regulatory reasons and will disclose such limits in the cashier or these Terms.
- We do not generally charge withdrawal fees; however, we reserve the right to do so in exceptional cases (e.g., repeated withdrawals without wagering) and will inform you in advance where legally required.
- Verification prior to payout: We may require additional KYC checks before processing any withdrawal, particularly for cumulative withdrawals exceeding internally defined thresholds or regulatory trigger points. Failure to provide requested documentation may result in delayed or refused withdrawals, subject to applicable law.
Refunds, Chargebacks and Reversals
- Deposits: Deposits are considered final when successfully processed. Refunds of deposited funds may be granted only in limited circumstances, at the Operator's discretion and subject to responsible-gaming and anti-money-laundering considerations.
- Chargebacks: You must not request chargebacks or reverse payments through your bank or payment provider without our prior consent. If a chargeback occurs:
- your Account may be suspended;
- any winnings resulting from the charged-back funds may be voided; and
- we may seek to recover the outstanding amount and related costs.
- Reversal of withdrawals:
- For Ontario players, reversal windows are effectively not offered, in line with AGCO requirements; once a withdrawal is approved it will be processed and cannot be used for further gambling.
- For MGA-regulated players in the rest of Canada, a brief pending period may exist during which withdrawals can be cancelled in the cashier if permitted under current policy and law. Any such feature will be clearly indicated.
- Bonuses and refunds: If Bets funded by Bonuses are voided or refunded, the Operator may, where permitted, return the relevant stake to your Bonus Balance or Real Money Balance, depending on the original source of funds and applicable promotion rules.
Limitation of Liability
Operator's Obligations
- Provision of services: The Operator undertakes to provide the gambling services with reasonable skill and care, in accordance with:
- applicable MGA and AGCO/iGaming Ontario regulations;
- these Terms and applicable Game rules; and
- industry standards for integrity, fairness, and security.
- Fairness and accuracy: We shall:
- ensure that RNG-based Games use tested and certified random number generators;
- ensure that Game outcomes and account balances are recorded accurately in our systems; and
- publish or otherwise make available the relevant rules and RTP information as required by law.
Exclusions and Limitations
- Technical failures and interruptions: To the maximum extent permitted by applicable law:
- the Operator is not liable for losses arising from interruptions, delays, or failures of your internet connection, device, or software;
- the Operator is not liable for temporary unavailability of the Website or specific Games due to maintenance, updates, or technical issues, provided reasonable efforts are made to restore service.
- Errors: In the event of obvious errors or glitches (including but not limited to incorrect Game configurations, payout tables, or balance displays):
- all Bets and winnings affected by such error may be voided or adjusted to reflect the correct outcome; and
- our liability shall be limited to the amount of the original Bet or the balance legitimately due to you in the absence of the error, whichever is lower, subject to mandatory laws.
- Indirect losses: Except where prohibited by law, the Operator will not be liable for:
- loss of profits, business, data, or goodwill; or
- any indirect, consequential, incidental, punitive or special damages, arising out of or in connection with your use of the services.
- Overall cap: Without prejudice to your statutory rights, and subject to mandatory consumer protection laws, the Operator's maximum aggregate liability to you for any single incident or series of related incidents shall not exceed:
- the amount of the Bet or Bets that gave rise to the relevant claim; or
- if no Bet is directly involved, the amount of your net deposits during the three (3) months preceding the incident;
- provided that nothing in these Terms excludes or limits liability for fraud, fraudulent misrepresentation, or any other liability that cannot be excluded under applicable law.
Intellectual Property Rights
- Ownership: All content on the Website, including but not limited to trademarks, logos, trade names, domain names (including royalpanda-ca.com), graphics, text, images, audio, video, software, code, and underlying databases (collectively, "IP Content") is owned by the Operator, its group companies (including LeoVegas Group) or its licensors.
- Licence to use: We grant you a limited, non-exclusive, non-transferable, revocable licence to access and use the Website and IP Content solely for personal, non-commercial entertainment purposes in accordance with these Terms.
- Prohibited uses: You may not, without our prior written consent:
- copy, reproduce, modify, adapt, translate, reverse engineer, decompile, disassemble, or create derivative works from the IP Content or any part of the software;
- distribute, publish, transmit, sell, rent, lease, sub-license or otherwise make the IP Content or software available to third parties;
- use any automated means (including bots, spiders, or scrapers) to access, monitor, or copy any part of the Website.
- Trademarks: "Royal Panda", "Royal Panda Casino", the Royal Panda logos and related marks are trademarks or registered trademarks of the Operator or its affiliates. You may not use these marks without our prior written authorization.
Privacy & Data Protection
- Privacy policy: Your personal data is collected and processed in accordance with our Privacy Policy, which forms an integral part of these Terms.
- Purpose of processing: We process your data for purposes including:
- account creation and management;
- payment processing and fraud prevention;
- compliance with MGA, AGCO, iGaming Ontario and anti-money-laundering regulations;
- responsible gambling monitoring; and
- marketing, where permitted by law and your preferences.
- Data subject rights: You may exercise applicable privacy rights (such as access, rectification, or restriction) as described in the Privacy Policy, subject to legal limitations.
Changes to Terms
- Right to amend: The Operator may amend these Terms from time to time to:
- reflect changes in applicable law or regulatory requirements in Canada, Malta or other relevant jurisdictions;
- address product changes, new features, or security updates; or
- clarify wording and improve user understanding.
- Notification procedure: Where changes are material, we will:
- notify you via email to the address registered on your Account and/or
- display a prominent notice or pop-up on the Website (for example, a banner or mandatory acceptance box) upon your next login.
- Acceptance of changes:
- By continuing to use the Website or placing Bets after the effective date of the updated Terms, you are deemed to have accepted the changes.
- If you do not agree with the updated Terms, you must stop using the services and may request closure of your Account. You may withdraw any available Real Money Balance in accordance with these Terms and applicable law.
Termination & Suspension
Termination by You
- You may close your Account at any time by:
- using the account-closure tools in the Website (where available); or
- contacting customer support at [email protected].
- Upon closure:
- we will pay out your available Real Money Balance, subject to KYC checks and applicable rules;
- active Bonuses and associated Bonus Balances may be cancelled and forfeited, as specified in the relevant promotion terms and under applicable law.
Suspension and Termination by the Operator
- Grounds for suspension or closure: We may suspend or close your Account, restrict your access to the Website, or withhold funds where we reasonably suspect or determine that:
- you have breached these Terms, Game rules, or Bonus terms;
- you have provided false, inaccurate, or misleading information;
- you are underage or otherwise ineligible to use our services;
- you have engaged in fraud, money laundering, collusion, bonus abuse, chargebacks, or any other unlawful or improper activity;
- you reside in or access the services from a prohibited jurisdiction; or
- we are required to do so by the MGA, AGCO, iGaming Ontario or another competent authority or by law.
- Procedure and notice:
- Where reasonably possible, we will notify you of the reasons for suspension or closure using the contact details stored in your Account, subject to regulatory and security considerations.
- You may contact customer support for additional information; however, we may be unable to disclose details if prohibited by law or regulatory instructions.
- Funds on termination:
- In the absence of fraud, unlawful conduct, or regulatory prohibition, we will pay out your Real Money Balance upon Account closure, subject to standard withdrawal checks.
- Where closure is due to suspected or confirmed illegal or fraudulent activity, funds may be frozen, forfeited or confiscated in whole or in part in accordance with applicable law and regulatory guidelines.
Governing Law & Jurisdiction
- Ontario residents:
- For Players resident in Ontario, these Terms and your use of the services are governed by the laws of the Province of Ontario and the federal laws of Canada applicable therein.
- Any disputes will be subject to the oversight of AGCO and iGaming Ontario where applicable, and, unless otherwise required by law, the courts of Ontario shall have non-exclusive jurisdiction.
- Rest of Canada (MGA-regulated players):
- For Players resident in provinces and territories other than Ontario who are using the MGA-licensed offering, these Terms are governed by the laws of Malta, subject to any mandatory provisions of Canadian consumer law that may apply.
- Unless otherwise required by mandatory law, the courts of Malta shall have non-exclusive jurisdiction over disputes arising from or related to these Terms.

- Consumer rights: Nothing in this section affects any mandatory statutory rights you may have under applicable consumer protection laws.
